Lower Division Clerks(LDC's) who have completed 20 years service to get Grade Pay of 4200.00 instead of 2800

In a landmark judgement the Principal Central Administrative Tribunal, New Delhi has ruled that the Lower Division Clerks who have completed 20 years of service will be eligible for Pay Benefits in the scale of Rs.9300.00 - 34,8000.00 with Grade Pay of Rs.4,200.00.

This move will benefit lakhs of LDCs who have joined during the period 1985 to 1996(implementation date of VIIth CPC is expected to be 1.1.2016)

Dearness Allowance(DA)  and Industrial Dearness Allowance Rates(IDA) from 1.1.1996 to 1.5.2013.  This is one information employees of all Government, Semi-Government, Public Sector Undertakings, Autonomous bodies require at some point of time.  It is required most by the dealing hands in the Paybill section of all the above listed entities and sometimes by individual employees.  I have compiled data listing rates right from the date of implementation of Vth Pay commission to the current date i.e. from 1.1.1996 to 1.5.2013.

7th Pay Commission News : The imminent fall of UPA-II Government and the fate of 7th Pay Commission
Like I have already told you before, the fates of Pay Commission constitution and its implementation lie solely on the fate of the incumbent Government.  In the past we have already seen how the Government acts quickly on implementing the Pay Commission, if it is going to the polls.  Of course, there are 35 Lakhs + the pensioners who form a formidable vote bank for the Government in question, not counting the Railways and the Defence employees.  If all of them are taken into account, this becomes one the largest chunk of vote bank for the political parties. 

But right now the things are not looking so rosy for the UPA -II Government.  When I had written my article in Month of Jan, 2013, I had presumed that the UPA-II will last its full term and the Government before going to polls in 2014, will constitute the 7th Pay Commission as a carrot to the Government employees vote banks.  

But sadly the history of scams and corruptions seemed to have taken the sheen out of the UPA -II Government.  As it is, this Government took 4 full weeks to declare and approve the Dearness Allowance and with the recent happenings I don't think the UPA -II will last its full term.

After I had written my article, first the DMK pulled out of the coalition of UPA-II and right now it has been plunged in crisis over the Coal gate and the CBI affidavit.  To add misery to the Government, the Chinese encroached on our territory.  And as a final blow to its coffin, the CBI has found the Railway Ministry embroiled in a corruption scam.   The opposition, namely the BJP won't sit quite till the Government removes at least one of the two ministers from the cabinet, either Mr.Ashwani Kumar or Mr.Pawan Bansal.  And rather than lose face in the Parliament, the UPA-II constituents may as well decide for early polls.

The only saving grace is the 69% turnout in the polls in Karnataka.  If Congress wins a sizable votes in Karnataka, BJP will have no option but to wait till 2014 to try out its hand with the General elections.  But if somehow BJP manages to win in Karnataka, the UPA-II wont make it to the November, 2013.  And that my dear friends, spells doom for the setting up of 7th Pay Commission.

From a long term prospective, if UPA-II Government goes out of power and a new Government is elected by say early 2014, we will have the new Government completing 4 years in 2018, so we can be assured that the 7th Pay Commission will be implemented by 2018, as is the practice.  But the entire scenario is filled with ifs and buts and we can't rely on ifs and buts.

From the current state of things, the constitution of 7th Pay Commission looks very distant fate.  Hope things are not bleak as they seem.  Will keep you posted on any further news.

The Government or the Cabinet will at last declare the DA for the period starting 1.1.2013 today as per Times of India dated 18.4.2013.  

The front page of Times of India says :

New Delhi:The Union Cabinet is likely to approve a proposal to increase dearness allowance (DA) of central government employees by 8% on Thursday. 
    The move to increase DA from 72% to 80% will benefit around 50 lakh employees and 30 lakh pensioners of the central government. “The Union Cabinet may consider the finance ministry’s proposal to increase DA in its meeting scheduled for Thursday,” a source said, adding that the hike would be effective from January 1, 2013, and employees and pensioners would be entitled to arrears. 
    The government had raised DA to 72% in September 2012, which had come into effect from July 1, 2012. As per usual practice, DA is merged with basic pay when it breaches the 50% cap. TNN
This may finally be the answer for thousands of Government employees
hard pressed due to the rising inflation and another thousands of pensioners

I did not understand the last part of the new Item which says that "As

Update : 23.4.2013 After waiting a long long time the Government finally approved the DA of 8 % on 18.4.2013 but as of yet the orders have not been issued.  This delay seems a bit unfair for all the employees knowing that the increase has come but cannot get the money.  The employees already hardpressed by the rising inflation have a little to cheer if the DA order comes after any more delay.  However today on 23.4.2013, the orders are supposed to be upload on the Finmin and the CGA site, so check out this sites by 8.00 pm today.  I will post the orders as and when they are issued.

The staff working in the Government institutions are waiting with a baited breath for increase of DA (Dearness Allowance) for the period starting 1.1.2013.  The DA is paid by the government to the employees to mitigate the rise in prices.  The government employees through out India have been waiting for the DA rates from 1.1.2013 orders for which are yet to be issued by the Government.

As we all know the prices have gone through the roof since the last DA in 1.7.2012 was announced.  A litre of petrol now costs Rs.5.00 more than it did in July 2012 and a litre of Diesel now costs Rs.54.87 compared to 45.00 something it cost in July 2012.

The media and the newspapers seem to think that the Government is giving free dole outs to its employees with the headlines shrieking 8 % DA announced for government employees.  It is indeed a pain to see such a headline by incompetent fools who sit in airconditioned cabins get a yearly raise amounting to 20000-100000  who just dont understand that a government employee doesnt have the privilege of deciding what raise he/she should get.  A government employee gets a flat raise of 3% per year without any discrimination from the top HAG cadre officers to the peons and other low category staff.

Neither do they get the perks like a airconditioned office, lunch passes, annual fixed LFC of 50000.00 or unlimited tea and coffee for them.  Many offices don't even have a decent fans (the vintage fans adorning many offices are visible in GPO or the CTO).  An government employee gets Rs.3750.00 as festival advance once a year.  In today's inflation driven situation the 3750.00 is not enough for even hosting a small party for 4 friends leave alone celebrating any festival.  And mind you this advance is to be returned to the government in monthly installments.  Other things the private offices manage to do is to give certain compensation in cash which any case is devoid of income tax.  Whereas a government servant can never escape the claws of income tax as all pay and allowances are guided by the government rules and regulations.

Anyways back to the subject of DA, the government is finally going to announce the DA.  Kindly visit the finmin site here or CGA site here.  Do check it out by 8.00 pm today.   Yesterday on 4.4.2013, the CCEA met and decided on the Sugar decontrol but no news yet on the DA.

Update 6.4.2013 : As of today the DA orders have not been issued by the Finance Ministry.  There are two possibilities for the delay, one is the absence of Finance Minister and the other is that Govt. may just be thinking about giving something more than just 8 % DA as it is on its last legs.

Update 12.4.2013 : Today the Fin Min put out the resolution for fixing of annual rates of all type of provident funds of Government of India, which are 8.7 % p.a. for the financial year 2013-14, by the way, but there is still no DA order.

Update 14.4.2013 : The finmin.nic.in site is down since morning and the Finance Minister is leaving for Canada and USA for a two week tour to IMF and WB today and there are still no clarifications on DA.  Kindly keep checking the finmin site for update on DA orders.
